EMOs

School Education and Literacy Department (SELD), Government of Sindh (GoS), in a pioneering effort, has initiated the policy reform of Education Management Organizations (EMOs) through which management and operations of selected public sector schools is being outsourced to reputable private sector organizations under Public Private Partnership (PPP) mode. In the first instance, 106 schools, being re-constructed on better infrastructure standards under Sindh Basic Education Program (SBEP), were selected for EMO-PPP project. The management of all SBEP Construction schools and some of their nearby schools is being outsourced to credible educational organizations from private sector under public private partnership mode. The performance of the private partners is evaluated by third party i.e. Independent Expert (IE) on the basis of Key Performance Indicators (KPIs).




TTIS

The School Education and Literacy Department (SELD) is going to outsource the management and operations 03 Teacher Training Institutes (TTIs) through partnership contracts with credible private sector organizations having specialized teacher education experience.




JPMC

The Project of Outsourcing the Safety and Security Services @ Jinnah Post Graduate Medical Centre (JPMC), is an initiative of the Health Department for establishing a partnership contract with credible private sector organization having specialized supervision and management experience of hospital safety and security services.




Regional Blood Centers (RBCs)

The Government of Sindh, under its commitment to improving healthcare delivery and ensuring access to safe medical services, has outsourced the management of four Regional Blood Centers (RBCs) to the private sector under the Public Private Partnership (PPP) mode.

This initiative represents a significant milestone in strengthening Sindh’s blood transfusion system by ensuring the provision of safe, screened, and quality-assured blood and blood products to public and private healthcare facilities across the province. The four RBCs, located in Karachi, Jamshoro, Sukkur, and Nawabshah, serve as central facilities for blood collection, screening, processing, and distribution to their respective networks of hospital-based blood banks.

This initiative demonstrates the Government of Sindh’s commitment to leveraging PPP frameworks to deliver essential public services more effectively, ensuring better health and wellbeing for communities across the province.

Marble City Karachi Project

Project Overview:
The Marble City Karachi (MCK) initiative is being developed on a 300-acre site as a dedicated Industrial Estate aimed at advancing the value-added marble and granite sector, along with related industries, in Sindh. This project presents significant investment and growth opportunities, with core objectives including value addition, attraction of Foreign Direct Investment (FDI), creation of quality employment, export enhancement, and fostering entrepreneurship and enterprise development.
